Trigger is a former police lieutenant, who lost his badge for disobeying orders. He had a reputation as a star detective and now offers his services in a private capacity in Black District, the poorest district in the city.

He's a Chihuahua with one good eye, making him easy to pick out of a crowd.

Lily lives in Rose Garden Estates in Black District, the wealthiest neighboorhood in the poorest district of Arc City.

Despite being significantly better off than those around her, Lily is very modest and kind, preferring to see the best in everyone.

Rico is a legendary master thief. If you own something of extreme value, you live in constant fear that Rico will take it. He was one of the few brave enough to steal from even Mr. B and the only one who managed not to get caught.

There is a warrant for his arrest in every district of the city, and Mr. B has a very high price on his head.

When Trigger was on the police force, Patches was one of the few who had his back. Corruption was widespread, but Patches was skilled at navigating the ranks.

Patches and Trigger differed in their approach. Whereas Trigger was willing to make a stand that cost him his badge, Patches was convinced the best approach was to try to create change from the inside.

Mr. B sits at the top of the city's criminal food chain. He is both respected and feared by anyone who is anyone in the Arc City underworld. He is intelligent and ruthless.

Despite controlling the wealthiest district in the city, Adria District, some say he started at the very bottom, in Black District. These days, he is rarely seen in public and never does his own dirty work.
